I think we might want to start a different thread for doing this type of comparison...but I agree that the PAC should do something to address this. The letters of invitation to each state school officer to send representative teams are mailed each year from Florida's Commissioner of Education and the COO of Panasonic, so unless there is already a method in place, the State Dept. of Education usually just accepts bids from the individual schools.
