2007-ish, I'd say; some topics and writing styles have gone in and out of vogue since then, but the basics of good quizbowl as it exists now were existent in Fall and Regionals from about that point forward.

If TDs had to resolve every protest that gets lodged irrespective of whether it'd affect the outcome of a game, and players knew this to be true, control rooms would be utterly swamped with frivolous and score-padding protests, and would have to waste a lot of effort looking into all kinds of issues...
