I am not a logistician, but I believe the way to overcome a 3% fee is to charge 3% more. I realize this can be a problem if it is unforeseen, but you can foresee it the next year.
I am a tournament director, and a 3% increase in mirror fees announced in advance is not a big deal.

This tournament currently has 18 teams in the Über-Competitive Division and 53 in the Standard Division. There is a hard cap of 18 and 54.

When I was the treasurer of PACE, I got a check for several thousand dollars from a high school that had entered the NSC the year before and was working with an energy contractor named PACE. We worked it out easily, and I did not suggest that PACE change its name.

After Solo was used last week in Kentucky and Reinstein was used this week in Virginia, I believe that these sets are no longer being played. If nobody contacts me this week, then I will post Solo, Masonics, and Reinstein in about a week.

Safer places to go are QB Reader and Quiz Bug. Liam is correct that reading and hearing a lot of questions is what you are looking for at this point, and the packet archive allows you to read a ton of questions.
