New international discussion forum

Hey everyone,
This is a new forum for discussion of high school quizbowl in all countries outside the U.S., including Canada. I've moved the Ontario threads into here, and left shadow topics in the Great Lakes subforum so no one gets too confused.
The same rules for the other regional subforums exist here. Chiefly, we don't ban anyone who's not from a particular region from posting in regional threads, but ask that those outside the region use common sense and try not to dominate the discussion.
