Sorry, not up-to-date on the ScoBowl jargon.
What is 'negging'?

In NAQT format, a player loses 5 points for buzzing in and missing a question before the end. This is called a "neg" or a "neg 5." It is simply short for "negative 5 points."

No. The blurt rule give you five points and a bonus if you buzz, then provide a correct answer before being recognized (and is exclusive to IHSA.) The neg rule gives you a penalty of five points (and no bonus) for offering an incorrect answer (or in some other situations, like answering without buzzing) on a tossup before the end and is used in most standard formats (notably not IHSA.) They have nothing to do with one another.

Also, some people in Illinois (including myself) will refer to them as negs, even though in Illinois format there are no penalties for interrupting a tossup with an incorrect answer. These are more aptly called "interrupts", but again, are also referred to as negs.
