I'm just confused since as it seems now, the two tournaments are going to be of the same difficulty, and I didn't think that was the intent when ACF Winter was created (though I could be wrong).

I was working off of this...
The no-penalty deadline for ACF Regionals submissions is tonight. So send packets! Also, the ACF Website erroneously lists Feb. 14 as the +$50 deadline, which is not the case; that deadline is actually Feb. 7, i.e. two weeks before the tournament.
