I think that, when the question bounces back and the other team can hear the entire rest of the question , then negs are kind of ridiculous, especially in NAQT format where they also cannot hear the bonus but even in PACE when the other team gets first crack at the bonus. It does seem there is a STEEP drop after the top 6 teams in the DC Area.
