Notre Dame explicitly forbade an off-campus bank account.
Texas A&M doesn't forbid the off-campus accounts, but provides banking to sanctioned student organizations free of charge.

We had 4 teams in College Station yesterday. After a triple round-robin, Rice A was 8-1, and A&M A was 7-2. After falling behind late in the second half, Rice A rallied to win the first game of the advantaged final, 195-190.

Yes, actually, I would argue that an increase of 50 teams year-to-year, regardless of how accomplished, is pretty damn explosive. I'm not sure why you're doing selective arithmetic to try and exclude some of those teams from counting, when obviously raw participation is way up. As far as packets go...
