I think there have always been attempts at packet exchanges for practice or competition purposes that have pretty much flamed out since not everyone puts in questions that meet a collectively-approved standard. I think things may be different now, and if so, I hope it works.

NAQT did not do that, because they only use data from matches on NAQT questions to seed teams and do not set up the pairings in an optimal manner. I did want to point out that aside from the practical issues of having divisions instead of power matching through the tournament, back in the day when we started PACE, the other national competitions that existed had very nebulous procedures in determining schedules. I am not a fan to experiment with the the nuances of a budget year or the people who are in charge of enforcement. For example, while my budget year ends June 30, my last day to spend money in the previous year occurs before then. Entry fees and travel costs are going to be messy.

Also, practically speaking, college undergraduate exams for many parts of the country start in early May, and reserving rooms on college campuses would thus be extremely impractical.

In the ideal world, small schools would play each other, but that would involve actually scheduling matches ahead of time rather than using a card system. And you'd only count games where you play other small schools. Maybe there is a nice way in theory to do it.
