If the goal is to minimize the effect of "outliers" (where outliers anomalously low placements), then they should just use the harmonic mean, which greatly minimizes the effect of "low" scores (such as placing 20th) while greatly maximizing the effect of "high" scores (such as placing 1st). The location is determined by bid and Lexington had the better bid for the next two years. Also, the Galt House would not "hold" the desired dates for the next two years. It'll be different in Lexington, especially the hotel situation.
