I might just be unfamiliar with the intended sub-distributions, but I think there was one round with two world history tossups: Indonesia and Turkey. I thought it was usually split to be 1 American, 2 European, and 1 World.

The field has been closed at 8 teams representing 3 schools. These teams will be divided into Varsity and JV divisions with 4 teams in each division. There will be a triple round-robin and then playoff rounds as needed.

The problem is that teams are made of people not computers, as such the strength of a team changes from round to round. Can you explain how this is true? The questions obviously change, but the concept of "team strength" has more to do with overall performance at a given tournament than fluctuation...
