Nobody will have to pay a cent for this (beyond whatever your internet hookup costs your parents). We won't use video chat, but that won't be an issue. I read for some players before HSNCT this year on Skype and it worked fine. Once we get to 24 students (which looks like it will happen pretty soon)...
