It's been said before, but I'll say it again; building a circuit from scratch (especially when the average team is traveling 5 hours each way) is both incredibly awesome and underappreciated.

You've probably figured this out on your own already, but if you have any last-minute drops to 25, running 5 brackets of 5 and then rebracketing would be about as perfect for your goals as possible.

It also looks like Amtrak from BWI to Union Station is about $10, if time is at a premium and your schedule makes it feasible. I can vouch for the MetroBus to Greenbelt being totally reasonable, though I haven't done the bus leg to Fairfax before.

For 5/5/5/5 then 8/6/6, you could also skip rematches for only the top bracket, which similarly cuts things down to 11 rounds total, and still guarantees the bottom bracket teams 9 games (assuming they do have rematches). Yeah; if you're fine with having an extra round (which shouldn't be a problem...

Assuming that you're trying to keep this to 10 rounds (not including finals), why not just do 5-5-5-5 and rebracket? 8 guaranteed games isn't optimal, but you could offer inter-bracket exhibition games if teams wanted.
