Therein lies the problem. The majority of teams do not want to change to quiz bowl, because their strength lies in quick recall. If the goal is to have fun, that equates to scoring. Shorter toss-ups won't delay the gratification of hitting the buzzer. The point is that a B team, with the certain knowledge that it was going to lose at some point in the playoffs (barring an exceedingly unlikely chain of events) would not be as motivated to play as well as a B team that stood a chance of winning by not playing in the same tournament as its A team. ...
