NHS Scholars' Bowl

I'm under the impression that this a frowned upon competition, but I'd like to know for sure.

What question provider does it use?
When is it?
Where is it?
Has anyone every been to it and can speak to its quality (or lack thereof)?

This is a link to the qualifying test. Aside from the dubiousness of requiring a qualifying test for participation in any quizbowl-like activity, I belive the questions speak for themselves.
