This is very exciting!

Will teams be given electronic access to the sets played at tournaments they attended, or only to sets of practice questions that they purchased?

In the case of sets that teams played on in past years, our goal is to grant electronic access by the end of 2019. (This is part of our goal of granting electronic access to "old licensed materials" by the end of 2019; "old licensed materials" covers practice question purchases, other practice materials, and sets that teams played on in past years.)

In the case of sets that teams play going forward, we plan to add (relatively) quick granting of electronic access, but it may take a while before this feature is available, and once it is available there may be cases where granting access takes more than 3 business days. For instance, for teams participating in a league that plays through a set over the course of several weeks, we'll probably hold off on granting access until league play wraps up. And of course we won't be able to grant electronic access until we know which teams attended a given tournament; sometimes it takes a while to receive that information.

Quick question... In the case of past sets, are we just scanning in the packets "as they were" or have mistakes that were found been fixed?

In the case of old sets, we will generally grant access to the most recent version (which will typically have fewer lingering, unfixed mistakes) at the time of access-granting. (If for some reason we generate a new version of an old set to which we've already granted access, I suspect we will generally not go around revoking access to the previous version and granting access to the new version.)

As someone who has certainly been willing to criticize NAQT when warranted, I want to be clear about how fantastic this move is (particularly the effort to make past practice questions available - given that the nature of team turnover means many teams don't have access to the sets they should, through no fault of their own). This is a really great thing for the community.
