a couple I had at PACE that weren't ridiculously far off just funny:
Belgium for Suez Canal (hey, they talked about Britain protecting its neutrality) - got a bunch of water balloons for that
Team America World Police for Munich the movie (hey, all I heard mentioned were a model ferris wheel blowing up and a montage, so I was thinking "Montage, wait, that's an often used Trey Parker and Matt Stone song!") - got a water bomb for that
So now if you see me at a tournament and there's a garden hose nearby, watch out!

An oldie (we're talking 6ish years ago) I was reminded of reading about negs on It's Academic. My team (Joppatowne High School) gave this answer.
Correct answer: Peter Piper
Given answer: Peter Pecker! (yes it was fairly emphatic)
She had the right thing in mind, just gave an incorrect and quite humorous wrong name. Much laughter ensued.

A member of my team with a buzz 10 words into a paragraph:
The mother of the family is the central point of conflict -
Wrong: As I Lay Dying
Right: Six Characters in Search of an Author.
The next few words involved the mother doing things other than being dead, and much joy was had by all listening.

This one lost us conference:
On a bonus, we were asked what band Gladys Knight was with. Everyone told our captain "the pips" but he couldn't hear me because I was choking on soda, so he said quite confidently "the pimps." We never forgave him for that.
Another at ACE camp:
In Social Studies II class we were practicing and I'd heard something about reeds and marshes so I buzzed in early with "marshmallows" when the answer was "junket." Mr. Barry kicked me out of the game for that.

from HSNCT:
Right: 3-4 Defense
Wrong: Fumblerooski
Yeah, it mentioned something about an Oklahoma football team doing it awhile back and I confused Nebraska and Oklahoma in my mind and buzzed. It's worth noting that I would've negged again with West Coast Offense, but that would've been a good neg, I think, if there is such a thing.

Bad Negs
Here's a notable one from the Lion Bowl on Saturday.
Given Answer: Britney Spears
Right Answer: Hello Kitty
It had said something about plastic, so I'm assuming that is how the person came up with Britney Spears

From a teammate yesterday during afterschool practice:
Question: (Something about the ship that brought it over in pieces as a gift from France in 1886)
Teammate: *buzzes in confidently* Yeah, the Eiffel Tower. *pause* Oh. Wait...
The answer was, of course, the Statue of Liberty.
A good time was had by all except her over the next minute or so.

Question: Tony Faber offered a million dollars for a proof of it in 2000 *buzz* Fermat's Last Theorem?
Correct answer: Goldberg Conjecture
The sad part is, the guy who got this wrong took multivariable calculus and linear algebra at a local college. I know those classes haven't much to do with the Goldberg Conjecture but still...

Not technically quizbowl, but...
On Jeopardy! the other day:
Category: "J" Geography
Clue: (Picture of cow) This cow is named after the island it comes from, more than 4,000 miles east of the United States.
Given Answer: What is Rhode Island?

I don't know if that qualifies as a bad neg, Djibouti... honest mistake there.
Related question: is this for funny-they're-so-stupid bad negs, or how-could-you-not-know-that negs, or both?
Lemme put it this way: your post was Category 2. A Category 1 answer would have been either Quetzacoatl or Dan Quayle. Or, yes, both.
